Cleaning the dog!

Q: My beloved Lionel no. 2360 GG1 is the dog of my fleet. I've cleaned both motors, replaced both set of brushes and springs, and checked all wiring connections. I've noticed that one motor starts at 8 volts, but the other starts at 12 volts. What can I do to make my "dog" run well?
